Counter-Insurgency Counter-Insurgency Operation NNG0204

Acting on actionable intelligence, the military Joint Task Force (JTF) launched a large-scale cordon-and-search operation in the Bulabulin Ngarnam and Kukawa wards of Maiduguri, uncovering a sophisticated bomb-making factory hidden in a residential building. A fierce firefight ensued as insurgents attempted to defend the site, after which the JTF neutralized several senior commanders and recovered a substantial cache of primed IEDs, electronic detonators, and industrial chemicals.

Response

The Joint Task Force (JTF) on Operation Restore Order (ORO) conducted a cordon-and-search operation based on intelligence, leading to the discovery of the bomb factory and the death of three suspected militants. The JTF spokesman, Lt. Col. Hassan Mohammed, also confirmed that a separate operation in the same area on 14 March 2012 led to the arrest of 25 suspected Boko Haram members.

Disrupting insurgent logistics, preventing mass-casualty bombings, and targeting leadership.

Trajectory

The discovery of industrial-grade chemicals and electronic detonators indicated that Boko Haram was manufacturing IEDs on an industrial scale, a capability that would be used in the deadly 2014-2015 offensives. The raid also highlighted the critical role of civilian informants in counter-insurgency, a pattern that would be formalised with the creation of the Civilian Joint Task Force (CJTF) later in 2012.

Cycle notes

The raid directly echoed the 17 December 2011 discovery of a bomb factory in Shehuri, Maiduguri (3 killed) and the 19 December 2011 bomb factory explosion in Damaturu. The pattern of “community alert → JTF raid → bomb factory discovery” had become a recurring feature of the counter-insurgency. The raid also mirrored earlier intelligence-led operations, such as the 17 December 2011 Darmanawa raid in Kano, which also uncovered a bomb factory and led to the arrest of a senior Boko Haram commander. The successful interdiction of the Bulabulin factory, however, did not stop the group‘s bomb-making efforts; Boko Haram would continue to manufacture IEDs, and the explosives stolen from the Ashaka Cement factory just a week earlier (7 March 2012) would be used in countless future attacks.
