Armed Attack NNG0256

Suspected Boko Haram gunmen stormed a lodge housing construction workers in the Bolori area of Maiduguri, Borno State. The attackers slit the throats of nine workers, all of whom were engaged in the construction of the Shehu of Borno’s Central Mosque project. The victims were reportedly killed while sleeping. A military spokesman confirmed the bodies were recovered with deep machete cuts; local residents reported that the attackers invaded the area around 1 am and left after the operation. The nine victims comprised eight men and one woman.

Response

Military spokesman Lt. Col. Sagir Musa confirmed the recovery of the bodies. The attack led to a total halt of construction on the Central Mosque for several months and prompted the JTF to implement a Workers’ Registry to monitor the security of labourer lodges.

Socioeconomic drivers

The attack was a direct extension of Boko Haram’s brutal campaign to destabilise Borno State, with the group specifically targeting anyone perceived as assisting the state government or its projects. The Shehu of Borno’s Central Mosque, a project associated with the Borno State Government and the traditional institution, was seen by the sect as a symbol of the apostate state, making the workers legitimate targets.

Trajectory

Demonstrated Boko Haram’s tactic of targeting civilian workers linked to religious/state infrastructure projects, spreading fear beyond military/security targets.

Cycle notes

The massacre directly echoed the 5 May 2012 murder of five bakery workers in Polo, Maiduguri, where Boko Haram also targeted defenceless labourers. The tactic of slitting throats had been used in earlier massacres, including the February 2014 Buni Yadi school attack and the April 2014 Chakawa church attack, and it remained a signature Boko Haram method throughout the insurgency. The attack also prefigured the June 2013 killing of seven mobile policemen in Borno and the 2014‑2015 wave of civilian contractor massacres, as the group increasingly targeted labourers on government infrastructure projects. The establishment of a ‘Workers’ Registry‘ after the attack mirrored the JTF’s earlier, similarly ineffective response to the May 2012 bakery attack, when it also failed to protect vulnerable civilian workers.
