Response

The attack occurred on the eve of President Goodluck Jonathan's re-election campaign rally in Maiduguri, scheduled for Saturday, 24 January. Security had been beefed up in the city ahead of the event .

Displacement

Socioeconomic drivers

Insurgency, attempt to expand territorial control, retaliation after failed assault on Maiduguri, destruction of rural settlements to instill fear.

Trajectory

The attack occurred just weeks after the devastating Baga massacres (3-7 January 2015) and during the peak of Boko Haram’s territorial expansion. It showed that even areas close to Maiduguri were not safe, undermining the government‘s narrative of progress in the fight against the insurgency. The timing, on the eve of a major political rally, highlighted the group’s capacity to conduct psychological warfare and its intent to influence the political process. The attack foreshadowed the insurgents‘ later use of similar tactics, such as the 2019 attack on a church service in Michika, Adamawa State, which was also timed to coincide with President Buhari’s visit to the state.

Cycle notes

Mirrored earlier scorched-earth village raids carried out by Boko Haram, such as the 6 July 2013 Mamudo village and school attacks, the 19 August 2013 Dumba massacre, and the 23 November 2013 Sandiya village raid, reflecting a recurring tactic of retaliatory attacks on nearby rural settlements when direct assaults on fortified urban centers fail, involving the killing of community leaders, burning of homes, and mass displacement of civilians.
